The CFFiM’s analysis of the CSA’s decision not to renew its Blanket Order which permitted exempt market dealers (EMDs) to distribute prospectus qualified securities through sales groups with CIRO regulated investment dealers focused on a review of the restriction of EMDs based on current market realities. The restrictions should be revisited with a view to investor needs, capital formation and competitive concerns.
